China Adoption Program

In March 2011, Agape Adoptions merged with Americans Adopting Orphans. In that acquisition, Agape Adoptions took over AAO’s China program, a program that has been in existence since 1994. We are proud to continue to work with China as Agape Adoptions dba Americans Adopting Orphans.

We are honored to advocate for children in China who are waiting for their forever families. The Chinese government estimates that over the country orphanages care for over 500,000 orphans each year. In the 1990s, because of China’s one-child policy and their preference for sons, most families adopted healthy baby girls under the age of three. But the face of China adoptions is changing. Today, most adoptable children have special needs, and many are boys. These children are the most vulnerable, and we count it a great privilege to advocate for them.

Families adopting from China can adopt a Special Focus (SF) child or a Non-Special Focus (NSF) child. Both SF and NSF children have diagnosed medical special needs. Generally speaking children in the NSF category are children with minor special needs.

Eligibility Requirements for China Adoptions

  1. Married couples ages 30 to 55 at time of dossier registration are eligible to adopt from China. Please note that China will not permit same-sex couples to adopt.

  2. Couples must be married a minimum of two years with no more than two divorces per couple.

  3. Each potential adoptive parent must have at least a high school diploma or equivalent.

  4. The family must show positive net worth (assets vs. liabilities) of at least $80,000.

  5. Families must have $10,000 annual income per family member, including the child to be adopted.

  6. Both parents must be physically and medically fit, according to China’s standards, including a body mass index (BMI) of no more than 40.

  7. Neither parent may have used anti-depressant or anti-anxiety medication in the past two years.

  8. There must be fewer than five children under the age of 18 in the home.

  9. The youngest child in the home must be one year of age or older.

  10. Parents must have no major criminal history.

  11. Parents with drug or alcohol abuse/addiction issues must verify sobriety for a minimum of the past 10 years.

Additional Eligibility Requirements for Single Applicants

  1. Single female applicants are eligible to adopt one Special Focus child at a time, with an interval of at least a year between adoptions.

  2. Applicants between the ages of 50 and 55 must have an age difference of no more than 45 years between themselves and the child they are adopting.

  3. Single applicants must have a net worth of at least $100,000.

  4. Applicants must be experienced with child-raising or employed in a related field, such as teacher, doctor, counselor, etc. Experience with special needs children is important.

  5. Applicants may have no more than two children under age 18 currently in the home. The youngest child must be over the age of six.

  6. If the applicant has a stable relationship and lives with a male partner, the requirements of married applicants shall be applied, including the marriage requirement.

  7. The applicant must provide her civil status certificate, certification for being single and heterosexual. Divorced applicants shall provide the divorce certificate of the last marriage. Widowed applicants shall provide the death certificate of their deceased spouse.

About the Children

  1. Agape Adoptions maintains two One to One orphanage partnership relationships and two Journey of Hope partnerships to advocate for children in China. All of the children we advocate for are living in an orphanage or a foster family.

  2. There are many boys are available for adoption!

  3. Children range in age from one year to age 14 at time of referral; children must be adopted prior to turning 14 years old in China.

  4. Many children who are available for adoption have diagnosed medical needs ranging from minor to moderate and severe. When adopting a child with special needs, Agape Adoptions recommends that each family consult with their family physician and/or an adoption medical professional for more information about the particular health issues their child might face.

Adopting from China

  1. Complete adoption application for preliminary approval by Agape Adoptions.

  2. Complete adoption home study report (generally about 3-4 months to complete). If you live outside of Washington or Oregon, you must select a Hague or COA accredited home study agency in your state.

  3. Submit and file immigration documents with the USCIS office

  4. Assemble, notarize, and submit dossier documents to Agape Adoptions.

  5. Upon completion, Agape Adoptions will submit the dossier to the CCCWA, the Chinese government’s adoption authority.

Once your family has been accepted into our China program, we will work together to match your family with a child. In most cases, Agape Adoptions will look at matching your family once you have a home study completed. However, if you identify a child on a waiting child list and your home study is not yet completed, we can work with you in this manner too. Some children can be matched with families immediately, and others, generally young children with the most minor special needs, can only be matched with families who have completed their dossier.

Travel Requirements

Once all paperwork is submitted, most families travel to China within five to eight months. The Chinese government requires a 10-14 day stay, and one parent must travel. Agape Adoptions/AAO works closely with travel guides who assist families while in China.

Post Adoption

Six post-placement reports are required, at 1, 6 and 12 months and at 2, 3, and 5 years after returning home. Agape Adoptions will assist you with the completion of these reports and submit them on your behalf to the Chinese government.


The estimated cost for an adoption from China is $17,000 to $21,000. Please contact us for more specific information on fees associated with adopting a child from China.
